The common factors in the 1919 and 1958 race riots in the UK were the importation of labour from Afrcan colonies to deal with a supposed labour shortage and the exploitation of this by employers in order to drive wages down permanently. In 1919 the government tried to deport the negro victims of the riots, in 1958 the rioters were branded as hooligans and racist aspects dismissed by senior police officers.
